According to the recent strategic plan of the International Maritime Organization (IMO), the application of the goal based standards (GBS) for ship construction in the future will be extended to all ship types from the oil tanker to bulk carrier. Based on the analysis of necessity and feasibility, this paper expounds that the application and promotion of GBS is the inevitable trend in the development of maritime technical regulations, and it is concluded that container ships and some new conventions will become the primary goal of the next GBS application. With the gradual application of GBS, the characteristics of the future maritime regulations and class rules will have some change which will continue to affect the whole industry. Mean while, based on the summary and analysis of the background and characteristics of GBS, the methods and roadmap to set up a new hull structure rule which can satisfy the requirements of GBS are introduced, as well as typical cases and industry achievement.
